| 上海自贸区的建立是中国扩大开放、深化改革的国家战略试验田，是中国工业化发展
阶段、市场经济体制发展和改革的历史必然，也是我国应对已发生明显变化的国际环
境与国内形势所带来的各种挑战的重大举措。上海自贸区的建设应该通过改革突显、
谈判突破和政策突围实现为国家提供可复制、可推广的经验。因此，上海自贸区应当
提升区内法治水平，推进政府职能转变，推进贸易转型升级，扩大服务贸易开放，改
革外商投资管理体制，完善境外投资管理与服务，完成国家赋予的历史使命。 |

| Abstract: |
| China (Shanghai) Free Trade Zone is a national strategy to open wider for further reform as a result of
the inevitable requisition of history in China’s industrialization, development of market economy and overall reform
and is also an important step taken by the Chinese government to tackle the challenges posed by the remarkably
changed international environment and domestic situations. The successful development of China (Shanghai) Free
Trade Zone to fulfill the national mission requires strengthened rule of law, the transformation of governmental
function, trade transition, wider opening of service sectors, the reform of administration regime on FDI and the
improvement of administration and service for outward FDI. |
