| 为促进国际贸易中心建设，上海已确定将上海综合保税区转型为自由贸易园区。因同
步整体转型的难度颇大，宜择其中一个海关特殊监管区域作为先行先试的试点区域。
通过从优惠政策、贸易功能、投资引力、贸易平台、经济效益和周边配套6个方面的比
较分析，外高桥保税区被确定为上海自由贸易区建设的前期母体，并建议采取“两步
走”的渐进实施策略。 |

| Abstract: |
| Shanghai Free Trade Zones have been determined to transform into China （Shanghai） FTZ so as to
promote the construction of Shanghai International Trade Center. It will not be the best choice to synchronously
transform the whole zone into FTZ under the present circumstances. A better choice is to choose one zone from
Shanghai Free Trade Zones as a trial, and transform it into FTZ. By comparing six aspects, i.e., preferential
policies, trade functions, investment attraction, trading platforms, economic benefits and peripheral supporting, we
propose that Waigaoqiao FTZ be transformed into Shanghai FTZ firstly, and a “two-step” gradual strategy be
implemented. |
