| 金砖国家经济放缓是多种因素叠加的结果，是一种主动的可控式的自我矫正。金砖国
家政府不过分干预经济增速放缓实际上是为了更好地提升发展质量，“刮骨疗毒”式
的增速放缓是解决经济增长深层次矛盾的重要环节。在经济增速放缓背景下更需要金
砖国家强化合作激活长期增长潜力，以经济合作促进政治经济互动，采取以发展为导
向的合作机制和运行模式，以金砖国家峰会带动其他实质性对话机制建设，联合制定
加强金砖国家合作的路线图，尽快明确金砖国家开发银行设立细节，建立快速反应机
制，防范金砖国家合作效应递减和凝聚力下降风险，强化金砖国家合作与经济社会发
展之间的互动关系 |

| Strategies of Strengthening the BRICS Cooperation Mechanismunder the Context of Economic Slowdown |

| Abstract: |
| The economic slowdown in the BRICS countries is the result of superposition of many factors and a
kind of active controllable self-correction. BRICS countries do not take too much governmental intervention in
the economic slowdown, mainly to improve the quality of development, as an important part of the deep-seated
contradiction solution to economic growth. Under such a context, it is more necessary to for the BRICS countries
to strengthen long-term cooperation and activate the long-term growth potential, especially to promote economic
cooperation in the political and economic interaction, to adopt the development oriented cooperation mechanism
and operation mode, to stimulate other substantive dialogue mechanism construction through the BRICS Summit,
to jointly carry out the BRICS cooperation roadmap, to set up and operate the BRICS Development Bank as soon as
possible, to establish a rapid response mechanism, and to strengthen the interaction between BRICS cooperation and
the economic and social development. |
