| 中国“入世”以后,全球价值链处于大规模展开和深化的过程。WTO多边体制面临重大挑战,全球贸易投资规则正在重构,区域性的超级区域贸易协定正在产生,反映了占据全球价值链增加值层级高端位置的发达经济体的利益诉求。在这15年中,中国也正式开启了参与经济全球化的新征程,实施以加快知识资本投入为主要手段的全球价值链提升战略将不可避免地成为中国将来对外开放总体战略的基调。 |

| Since China’s accession to the WTO, the global value chain has experienced a process of expansion and deepening. The multilateral trade mechanism is faced up with significant challenge. Global rules on trade and investment are under reconstruction, featuring the negotiations and conclusion of mega-regional trade agreements, which reflects the interest claims of the developed economies at the top of global value chain level. In the past fifteen years, China has started its new journey of actively participating in economic globalization and it is inevitable for China to take input of knowledge capital as a main strategy for upgrading its position in the global value chains in its future wider opening policy. |
