| 发展战略性新兴产业需要政府准确定位，给予战略性新兴产业发展相应的制度和政策
支持。本文依据产业发展模式、有选择地干预“市场失败”的政府职能理论、幼稚产
业保护理论、新制度经济学理论和外部效应相关理论分析政府作用于战略性新兴产业
发展的必要性，结合美国、新加坡、日本、印度的经验进一步阐述政府在战略性新兴
产业发展中发挥作用的实践，基于“钻石理论”建立战略性新兴产业发展的政府作用
机制模型，再从人力资源保障机制、公共服务平台支撑机制、市场环境规范机制、创
新资源集聚机制4个方面探索相应的政策路径 |

| A Research on the Government Function Mechanism of the Development ofStrategic Burgeoning Industries |

| Abstract: |
| For the development of strategic burgeoning industries, the government should give full play to strategic
burgeoning industry its superiority, put on proper position and make a correct choice. According to the developing
mode of industries, selectively intervention“market failure”of the government function, infant industry protection
theory, new institutional economics and external economic effect related theory, the paper analyzes the necessity
of government role in the development of strategic burgeoning industries. It analyzes the practice of the United
States, Singapore, Japan and India’s experience, based on the“diamond theory”to establish strategic emerging
industry development government mechanism model. The government function mechanism consists of four aspects:
human resources guarantee mechanism, public service platform supporting mechanism model, market environment
regulatory mechanism and innovative resources gathering mechanism. Based on the government function
mechanism model, the paper proposes main strategies for economical decision-making. |
