| 跨境进口电商近年来取得了快速发展，但是由于其具有小额化、高频度和多主体的贸易产业新特征，在走私逃税、产品质量、生物卫生安全、外汇管理和消费者保护等多个领域增加了风险，对监管提出了挑战。在分析进口电商模式和各类风险的基础上，结合国内外基于大数据的风险监管案例和经验，提出了基于大数据的跨境进口电商风险监测工作推进路径。近期内，可以从风险较高的 C2C领域、比较容易切入的大型电商和舆情监测领域入手，在局部改进风险监测效率；中短期内，基于大数据的进口电商风险监测应该以“信用监管”为主要建设目标和抓手，其中尤其以电商平台信用监管为重中之重；长期来看，可以通过建立涵盖进口电商全贸易链的大数据系统进行智能化风险监测。 |

| Cross-border e-commerce import has achieved rapid development in recent years. Due to its characteristics of small scale, high frequency and multiple subjects, it has brought many risks in many fields. Risks include smuggling and tax evasion, product quality, biological health security, foreign exchange management and consumer protection. This poses new challenges to supervision. Cases and experiences of big data-based risk supervision at home and abroad are reviewed and cross-border e-commerce import risk monitoring advance path is proposed. In the near future, highly risky C2C field, large e-commerce operators and public opinion monitoring can be selected as the starting points of big data-based risk monitoring, to improve risk monitoring efficiency step by step. In the short and medium term, the big data-based risk monitoring of e-commerce import should take“credit supervision”as the main construction target and focus, especially the credit supervision of e-commerce platforms. In the long term, intelligent risk monitoring can be carried out by establishing a big data system covering the full trade chain of E-commerce import. |
